Capacity Building Activities
The OAS, in the framework of the Inter-American Social Protection Network (IASPN) is undertaking Participatory Gender Assessments (PGA) at Social Development Ministries, in collaboration with the Inter-American Commission of Women (CIM) and incorporating from the beginning the presence of the national government agencies charged with the gender agendas.
What is the overall objective of the PGA exercise?
To contribute to the mainstreaming of the gender equality perspective in public policies of OAS Member States.
What are the specific objectives?
To train a group of officials from the Ministries of Social Development and other Mechanisms for the Advancement of Women in the methodology of Participatory Gender Assesments.
Strengthening the human and institutional capacities of the Ministries of Social Development of OAS Member States who participate, by performing diagnostics on gender mainstreaming, the development of a plan of action and follow-up.
Methodology. The OAS facilitating team developed a methodology tailored to the needs of the Ministries of Social Development in the region, while incorporating, from the beginning, mechanisms for women in the training and implementation of activities, leaving the installed capacity in said country. The latter suggests that, in this way, Women Mechanisms can continue to multiply the learning in other areas of public policy of the countries participating in the PGA. It is based on the concept that one of the main characteristics that define the process of gender mainstreaming is its participatory nature, thus requiring a methodology based on the participation of the people working within the institution that must have, from the start, the commitment and consensus of those who have to drive the process.
